Thomas Grovhoug

Senior Executive

Tom has 50 years of experience in wastewater engineering, water quality management, and water resources. He specializes in stakeholder engagement, NPDES permitting, water quality regulatory policy, water quality monitoring and analysis, and watershed management. Tom has led efforts to support Basin Plan amendments in the San Francisco Bay area and Central Valley of California, to develop site-specific water quality objectives, and to collaborate with stakeholders and regulatory agencies to develop effective policies and programs. He has played an integral role in the development of groundwater sustainability plans to meet the requirements of the Sustainable Groundwater Management Act (SGMA).

His primary work efforts for the past decade have focused on guiding regulatory agencies and municipalities across California on innovative approaches to water quality management. His cutting-edge work is redefining how water quality is regulated through Basin Plan amendments and permits in various regions of California. He is co-leading a long term planning effort to develop sustainable salt management strategies in the Central Valley, has played an integral role in the State Water Board’s biostimulatory water quality objectives development effort for wadeable streams and is actively involved in a collaborative effort to help develop a nutrient management strategy in the Sacramento-San Joaquin Delta.

Tom is a member in the California Association of Sanitation Agencies (CASA), Central Valley Clean Water Association (CVCWA), the National Association of Clean Water Agencies (NACWA), and the Association of California Water Agencies (ACWA). His expertise in water quality regulation, compliance strategies, and stakeholder collaboration make him a valuable contributor in addressing challenging water quality problems. He has a Master’s Degree in Civil Engineering from the University of California, Davis and is a registered California Professional Engineer (PE).
