Sandy has more than 30 years of experience in developing and implementing water quality and stormwater compliance programs. Sandy specializes in creating tailored compliance approaches and tools that integrate multiple stakeholder interests for municipal, construction, and industrial stormwater programs. She regularly assists clients in developing stormwater management programs that integrate management practices for pollutants of concern, TMDLs, and protecting high-value receiving waters.

Her primary work efforts have focused on guiding municipalities and industries across California on progressive approaches to stormwater management. Sandy’s work is redefining how stormwater is managed through innovative compliance strategies and stakeholder engagement. She has played an integral role in shaping stormwater management practices through her long-standing involvement with the California Stormwater Quality Association (CASQA).

Sandy holds multiple professional qualifications, including Certified Professional in Erosion and Sediment Control (CPESC), Qualified SWPPP Developer (QSD), and Qualified Industrial SWPPP Practitioner (QISP). She is also a Trainer of Record for both Construction General Permit and Industrial General Permit training programs. Sandy’s expertise in stormwater management and her leadership roles, including serving as CASQA Chair from 2001-2003, make her a valuable advisor for addressing challenging water quality problems.
