Statewide Phase II Municipal Stormwater Management Program Support

Since 2013, LWA has been a key partner for small municipalities across California, helping them navigate complex stormwater regulations and implement effective management programs.

The Phase II Permit requires that a wide range of training be conducted for municipal staff and specific target audiences, including third parties. LWA has developed tailored training program strategies that each provide a framework and schedule for meeting these obligations. LWA also has developed customized training modules and provided workshops to ensure that staff have the information that they need to conduct daily activities in a manner that is protective of water quality and meets regulatory requirements. The workshops incorporate adult learning principles, and, whenever possible, have included a “hands on” field-based component to help reinforce certain topics, such as assessment of onsite best management practice implementation. The modules have been delivered both in person and on virtual platforms, and they typically include knowledge assessments to gauge staff understanding and retention of the material.
