Paul has 25 years of experience in water quality and regulation. Paul specializes in the development and implementation of cost-effective, compliant municipal stormwater and watershed programs across California. He has extensive experience in TMDL development, implementation, compliance evaluations, and new regulatory policies.
His primary work efforts have focused on fostering forward-thinking solutions to pressing water management challenges. Paul’s work is redefining approaches to watershed management through his broad, cross-disciplinary perspective gained from his early career in the wastewater sector and extensive watershed planning experience. He has played a key role in integrating stormwater management with broader watershed considerations.
Paul’s expertise in stormwater and watershed management, combined with his leadership as Regional Office Manager for LWA’s San Diego Office, make him a valuable asset in addressing complex water quality issues. Paul has a Bachelor’s Degree in Biology from James Madison University.
