Brian has 30 years of experience in civil and environmental engineering. Brian specializes in monitoring, modeling, and NPDES permit related studies for MS4s and POTWs in the Central Valley and other regions. Brian has led compliance monitoring and reporting programs, and technical engineering and modeling studies for numerous agencies, including the Sacramento Stormwater Quality Partnership, the City of Sacramento Combined Sewer System, and EchoWater.

His primary work efforts for the past decade have focused on developing and implementing water quality management strategies across California. His work has contributed significantly to the Central Valley Drinking Water Policy, the Delta Regional Monitoring Program, and the Delta Methylmercury TMDL. He has played an integral role in TMDL development and implementation processes, shaping how water quality is managed in various regions.

Brian leads complex data management and statistical analysis studies of monitoring and performance data, applying his expertise to address challenging water quality problems. He is actively involved in projects that are redefining approaches to water quality regulation and management. Brian is a registered California Professional Engineer (PE) and has a Master’s Degree in Environmental Engineering from the University of California, Berkeley.
