Elizabeth Yin
With over a decade of experience, Liz is a recognized leader in municipal stormwater management, trash compliance, and regional environmental programs throughout California. Her expertise spans stormwater regulatory compliance, pollution prevention, watershed management, and trash reduction. She has played a key role in Phase I, Phase II, and Municipal Regional Permit (MRP) negotiations, helping agencies navigate complex regulatory requirements and develop effective compliance strategies. Through her leadership of regional initiatives, she coordinates multi-jurisdictional priorities, fosters stakeholder collaboration, and advances program objectives that support long-term environmental outcomes.
Since 2015, Liz has guided dozens of municipalities in developing and implementing Track 1 and Track 2 compliance pathways under the Statewide Trash Amendments, leading regulatory analyses, implementation planning, and compliance strategies. In addition to leading program planning and implementation efforts, she manages multidisciplinary teams, oversees complex projects and grant-funded initiatives, and advises agencies on policy, compliance, and resource allocation. Liz has coauthored more than $8.5 million in successful state and federal grant applications and currently serves as Project Manager for approximately $9 million in grant-funded projects throughout the San Francisco Bay Region.
